What is said at 43:43

"Many of these families do not receive the child support paid on their behalf. Instead, those payments are kept by the state and split with the federal government as repayment for the family's TANF cash benefits, a policy known as cost recovery. [...] In terms of federal policy, eliminating [TANF] cost recovery entirely is the best option. So all child support is always passed through to families, but there are more incremental steps Congress can take to increase the amount of child support going to children."

What they argue

Says the program is efficient but calls for ending TANF cost recovery (full pass-through), family-first arrears distribution, ending foster-care child support charges, and recognizing inability to pay.
